Einleitung Die politische Systembezeichnung ´´Semipräsidentialismus´´, die Maurice Duverger einführte, um das politische System Frankreichs besser charakterisieren zu können - nach Duvergers Auffassung war dieses weder durch Parlamentarismus noch durch Präsidentialismus hinreichend zu beschreiben - hat in der Fachwelt einige Aufmerksamkeit erfahren. Allerdings wurde sich mehrheitlich kritisch damit auseinandergesetzt; es ging zumeist um die Frage, ob Semipräsidentialismus ´´Bastard´´ oder Regierungsform sui generis sei, treffend formuliert von Bahro und Veser 1995 . Im Folgenden möchte ich mich insbesondere mit zwei von Duverger als semipräsidentiell bezeichneten Systemen auseinandersetzen - dem Finnlands und dem Frankreichs. Sie sollen anhand eines von Duverger entwickelten Analyseschemas für semipräsidentielle Systeme untersucht und verglichen werden. Hier stoßen wir auf erneute Probleme, denn darüber hinaus, dass Semipräsidentialismus von vielen Politikwissenschaftlern nicht als eigenständige Form anerkannt wird, wird die Entwicklung Finnland als eine von einem semipräsidentiellen zu einem parlamentarischen System charakterisiert: ´´Leadership by presidents has effectively been replaced with leadership by strong majority governments, which have ruled without much effective opposition since the early 1980s´´ Als Konsequenz dieser Entwicklung trat 2000 eine Verfassungsänderung in Kraft, welche die Rolle des Präsidenten auch verfassungsrechtlich schwächte und berechtigte Zweifel an einer Klassifizierung Finnlands als semipräsidentiell aufkommen lässt, Raunio formuliert es so: ´´As a result of the new constitution, Finland now sits rather uneasily in the semi-presidential category´´ Die aufgezeigten Probleme sollen in den folgenden Kapiteln näher erläutert werden, es sollen die Funktionsweisen semipräsidentieller Systeme im Allgemeinen und deren konkretes Funktionieren anhand zweier Fälle skizziert werden.
