Februar 2002 kündigte der kolumbianische Präsident Andrés Pastrana den bis dahin seit gut drei Jahren andauernden Friedensprozess mit der Guerilla, den ´´Fuerzas Armadas Revolucionarias de Colombia Ejercito del Pueblo´´ (FARC-EP, die Bewaffneten Revolutionären Streitkräfte Kolumbiens, Armee des Volkes, O. M.) auf. Offizieller Anlass hierfür war die von Angehörigen der FARC begangene Entführung des Vorsitzenden der Friedenskommission des kolumbianischen Senates, Jorge Eduardo Gechem. Die Entführung des Senators bildete den endgültigen Schlusspunkt nach den seit Monaten stagnierenden Verhandlungen zwischen Regierung und FARC. Diese hatten in den vorangegangenen Monaten bereits mehrmals am Rande des Abgrundes gestanden und waren nur durch die intensive Vermittlung, vor allem seitens der EU und der UNO, am Leben erhalten worden. Es folgten gegenseitige Schuldzuweisungen für das Ende des Friedensprozesses. Präsident Pastrana bezichtigte die Guerilla und hier maßgeblich deren Führer, Manuel Marulanda Veléz, seinen guten Willen und seine Bemühungen um Frieden missbraucht zu haben. Wörtlich sagte er: ´´Während des Friedensprozesses ließ sich die Guerilla nicht vom Morden, Entführen, Zerstören von Dörfern und Beschützen des Drogenhandels abhalten, was nur im Interesse des Friedens von der Regierung nicht geahndet wurde. Diese Taten der Guerilla drückten deren Verachtung gegenüber dem Wunsch einer Nation aus, welche nur eines wollte, in Frieden leben.´´ Die FARC widersprachen den Erklärungen der kolumbianischen Regierung entschieden und machten, konträr zu den Verlautbarungen des kolumbianischen Präsidenten Pastrana, die Regierung für das Scheitern des Friedensprozesses verantwortlich. Sie erklärten in ihrem Kommunikee, dass der Präsident in Wahrheit die Friedensverhandlungen abgebrochen habe, um den Wünschen der in Kolumbien vorherrschenden liberal-konservativen politischen Oberschicht, den Forderungen der Paramilitärs, die unter dem Oberbefehl eines Teiles der Armee stünden sowie der US-Botschaft zu entsprechen.
